چکیده

پیشرفت و توسعه، حاصل یک نگرش خاص به عالم است و بدون ایجاد این نگرش خاص، پیشرفت و ترقی ممکن نیست و این نگرش خاص بیانگر لزوم وجود یک « فرهنگ مناسب» برای توسعه است . بی توجهی و کم توجهی به آن تمام برنامه های توسعه را با ناکامی مواجه خواهد ساخت. از این رو ، مهمترین هدف پژوهش حاضر عبارت است از شناخت، ارزیابی و سنجش مولفه ها و خصیصه های فرهنگی موثر در توسعه خراسان جنوبی که در فرایند توسعه به آن توجه نشده است. پژوهش بر مبنای هدف،از نوع کاربردی و بر مبنای ماهیت و روش،از نوع تحقیقات توصیفی- تحلیلی است و روش جمع آوری اطلاعات روش های اسنادی،کتابخانه ای و پیمایشی و برای تجزیه وتحلیل اطلاعات وداده ها از نرم افزارspss و آزمون های آماری استفاده شد.در این راستا 240 پرسشنامه بین افراد و نخبگان استان خراسان جنوبی توزیع شده است. نتایج و یافته های تحقیق حاکی از آن است که مهم ترین خصیصه های فرهنگی موافق توسعه در استان به ترتیب اولویت عبارتند از: سابقه تعلیم و تربیت و آموزش در عرصه فرهنگ عمومی، روحیه مسامحه و مدارا، مسئولیت پذیری بالای مردم، روحیه جمعی، تعهد و وجدان کاری، رعایت حقوق شهروندی، ولایت مداری، و مهم ترین خصیصه هایی که به عنوان مانع در برابر توسعه عمل می کنند به ترتیب اولویت عبارتند از: تعصبات مکانی مردم، علاقه مردم به مدیران غیر بومی، محافظه کار بودن، قناعت پیشگی، بومی گرایی، روحیه قانون گریز بودن، نداشتن دانش و آگاهی سیاسی مردم. درپایان برای بررسی سطح بهره برداری خصیصه های فرهنگی در راستای توسعه استان از آزمون t تک‌ گروهی استفاده گردید و این نتیجه استنباط شد که سطح بهره برداری از خصیصه های فرهنگی در استان خراسان جنوبی در راستای توسعه در سطح متوسط است و در سطح بالا و مطلوب نیست.

چکیده [English]

Progress and development is the result of a special attitude towards the world, and is not possible without creating this special attitude, progress and development, and this particular attitude indicates the need for a "proper culture" for development. Therefore, the cultural factor has a special place in development. Neglecting it will lead to the failure of all development programs. Therefore, the most important purpose of the present study is to identify, evaluate and measure the components and cultural characteristics affecting the development of Southern Khorasan that have not been considered in the development process.

Purpose-based research is applied type and based on the nature and method is a descriptive-analytical research and data collection methods is: documentary, library and survey methods. And was used to analyze information and data SPSS software a statistical test. In this regard, 240 questionnaires have been distributed among individuals and elites of Southern Khorasan province. The results and findings of the study indicate that the most important cultural characteristics in favor of development in the province are in order of priority: History of education and training in the field of public culture, spirit of tolerance and tolerance, high responsibility of the people, collective spirit, commitment and work conscience, observance of citizenship rights, follower of walayat. And the most important features that act as a barrier to development are in order of priority: People's spatial prejudices, people's interest in non-native managers, conservatism, anticipation, localism, lawlessness, lack of knowledge and political awareness of the people. Finally, was used to examine the level of exploitation of cultural features in order to develop the province One-group t-test. And this result was inferred that the level of exploitation of cultural features in Southern Khorasan province in the direction of development is medium and not high and desirable.
