Civic culture, as a collection of values, behaviors, and norms that shape social interactions and the daily lives of individuals within a community, plays a significant role in sustainable development and social cohesion. In this context, social and cultural institutions, particularly mosques, can have a substantial impact on the formation and strengthening of civic culture. South Khorasan Province, with its rich history and cultural diversity, especially in terms of religious and social activities, provides an appropriate setting for examining the role of mosques in enhancing civic culture. Mosques, not only as places of worship but also as educational and social centers, can contribute to promoting ethical and social values as well as active citizen participation. this research aims to identify and analyze various dimensions of civic culture and the role of mosques in South Khorasan Province in this regard. To achieve this goal, a systematic literature review (SLR) method was employed. Data were collected through a review of previous domestic and international studies, and after four stages of filtering, out of 123 studies, 99 were eliminated, and 24 research papers were selected. The results of indicate that mosques, as communication and educational centers, can play a key role in enhancing civic culture in South Khorasan Province. The communication capacities of mosques, their design and architecture, and educational programs related to citizens' rights and responsibilities are all effective factors in strengthening social bonds and increasing cultural awareness. The conclusion of this research suggests that by optimizing the role of mosques as informal educational centers and enhancing social participation in this province, it is possible to improve civic culture and the quality of social life in Muslim communities. This model can serve as an effective strategy for addressing social and cultural challenges in various communities and contribute to urban sustainable development.
