Today the development of human recourses is the important aim of the organizations and the establishment of suitable fields for such development is placed in priority. In building the infrastructure for this development different factors has roles among them is organizational culture. On this base, the present research accomplished with the aim of exploration of the relation of organizational culture and the air of human recourses development from the view point Birjand university personals which answer to eight hypotheses. The methodology of the research is descriptive and unitary and from the aim point of view is applied. The statistical community of the research includes the personals of Birjand University which are selected totally 130 persons in randomly method. The data are collected from questionnaires of organizational culture Denison. For analyzing the data, the inferential statistic such as Multiple Pearson and Regresion Test are used. The descriptive findings of the study showed that in sum the average of aspects of organizational culture meaningfully is high from the medium rank. The unitary results also indicate that there is a meaningful positive relation between organizational culture and the air of human recourses development. Beside, the results of the analysis of Regresion in this study also showed that among the partnership aspects, compatibility, adaptability and mission, after the mission is the best forecasting index in air of human recourses development of university. This matter indicates that if the organization’s future direction becomes clear, the air of the organization in the field of developing human recourses becomes desirable. On this base, it is suggested that the managers of the university accomplish their actions and affairs on the bases of strategic planning and also inform the personals from the planning and goals of the university and the means of its fulfillment.
